My elderly 95 year old cousin, recently diagnosed with dementia, is facing a water shut off due to a leak which wasn't discovered until later, and has since been repaired, but now has only a short time to pay a minimum of $2000 to keep the water on. She's on a fixed income and doesn't have the resources. Any help will be greatly appreciated.
